CCTV NETWORK
A Business West Security Initiative for Safety and Law Enforcement

Business West is committed to protecting our Business Improvement District (BID) Members, their staff, suppliers, customers, and the wider community. Our CCTV Network project is designed to enhance safety, support law enforcement, and act as a deterrent to criminal activity.

Project Aim: ‘Ring-Fence’ the BID Area

The project aims to ‘ring-fence’ our BID with a comprehensive CCTV network, integrated directly into the New Zealand Police v-Grid system, which includes real-time access to their Eagle Helicopter.

This integration enables Business West to observe and record any vehicle entering or exiting the area, with footage available for evidential or insurance purposes.

The network features a combination of high-performance camera types, including:

  • Vivotek ANPR (Automatic Number Plate Recognition)

  • PTZ (Pan-Tilt-Zoom)

  • Multi-Lens

  • Fixed

  • Fisheye

Stage 1 – Central Park Precinct

A) The original RFQ (Request for Quotation) scoped cameras and equipment to be installed on poles connected via fibre. However, due to ongoing monthly fibre connection costs, the design was revised to utilise areas more easily networked to our CCTV server.

B) This revised design allows for the deployment of 8 additional cameras, expanding the network to a total of 29 cameras.

C) These cameras currently protect the Central Park precinct.

Stage 2 – Southern BID Expansion

Design work has been completed for the rollout of the CCTV network to the southern part of the BID, covering the Henderson and Henderson Valley precincts.

Added Value Services

Our CCTV network is future-proofed to support Event-Based Monitoring — where selected cameras are set to report live activity directly to our contractor’s operational team. This enables rapid response to incidents such as:

  • Theft

  • Property damage

  • Burnouts

  • Illegal rubbish dumping

  • Late-night drinking

  • Siren car gatherings

  • Drug-related activity

Service & Maintenance Agreement
Please note: Business West has a comprehensive Service and Maintenance Agreement in place to ensure full coverage and ongoing functionality of the CCTV network.

SECURITY SUCCESS STORIES

Truck vs Car – Hit and Run

One of our Business West Members contacted us after discovering a staff member’s vehicle had been damaged. Their own on-site CCTV had captured a few frames showing a large truck in the vicinity, but it wasn’t enough to clearly identify the number plate for insurance purposes.

Investigation & Response:

The Member asked if the Business West CCTV Network could assist in identifying the truck responsible. Although it took a bit of time, our contracted CCTV team, working alongside NZ Police and the Business West office, successfully used the wider network to:

  • Track the vehicle’s movement

  • Identify the license plate

  • Confirm a hit-and-run offence

The truck had caused significant front-end damage to the Member’s car. With support from our contractor, CCTV footage was retrieved and provided to the Police, who were then able to substantiate the incident for insurance and enforcement purposes.

“They were terrific — downloading the footage promptly and supporting the police case.”


Additional Outcome: Arrest in Robbery & Car Theft
Remarkably, in the same week, the Business West CCTV Network also contributed to the arrest of an individual involved in an aggravated robbery and vehicle theft. The network's coverage and responsiveness continue to play a crucial role in helping keep our BID safe.

Theft & Damage from Vehicles


At approximately 3:45 AM, a Business West Member reported that three vehicles had been broken into, with windows smashed in a quiet street. The member provided CCTV images from their own premises and asked if our wider Business West CCTV Network had captured any additional activity around that time.

Contractor Response & Findings:

Our security contractor immediately reviewed the footage and confirmed the following:

“The car enters the street and parks outside [location]. Someone gets out and walks up the driveway, returning a few minutes later.”

Using the Business West network, our team was able to capture the number plate of the vehicle involved. The images were forwarded to the Police for follow-up and potential action.

Additional Notes for Members

  • Refer to the “Video Footage of Incidents” section of this page for more information about how to request footage and see example images.

  • Please note: our ANPR (number plate) cameras are designed specifically to capture license plates. In low-light or night-time conditions, it may not be possible to determine:

    • The make or model

    • The colour

    • Or other distinguishing features of the vehicle

  • In this case of theft and vehicle damage, the use of an LED motion sensor floodlight or spotlight may have helped gather additional identifying details.

    • Some lighting systems are remote-controllable and can integrate with monitoring setups for added visibility

Video Footage Access & Support

How Business West and our security contractor assist with incident footage and patrols

Incident Footage Retrieval:
Our dedicated security contractor will respond to official requests from Business West to search and supply video footage of incidents.

Requests must include:

  • Time, date, and location of the incident

  • As much detail as possible to assist with the search

  • Preferred delivery format (e.g., USB or downloadable link)

    Footage will be supplied promptly, based on the information provided and the urgency of the request.

Delivery Formats:
Video footage can be provided via:

  • USB drive, or

  • Secure cloud server (a download link will be shared)


    Privacy, Data Protection & Response Times - Specific KPIs (Key Performance Indicators) have been agreed on with the contractor regarding:

  • Response times for footage requests — classified as urgent or non-urgent

  • Privacy and data protection

Operating Hours:

  • This is a Monday to Friday service, operating between 9:00 AM – 5:00 PM

  • Requests received outside these hours will be treated as urgent

  • Best endeavours will be made to assist with out-of-hours urgent requests

Request Procedure:

  • All video footage requests must be made in writing via email

  • The contractor will not accept verbal requests

Low-Light Capture Capabilities

In situations where video footage is not clearly visible during nighttime or low-light conditions, most cameras are still able to capture clear images of vehicle number plates.

Virtual Patrols Initiative

We are also exploring the use of virtual patrols for public-facing cameras in areas known for anti-social behaviour.

  • A virtual patrol involves one of our operators conducting a scheduled or on-demand visual tour of specified cameras

  • This helps us target specific areas of concern — such as vandalism, loitering, or late-night disturbances

We invite member input to help identify priority areas for virtual patrol coverage.
